Issue:
Registering place results with error that the place name is already taken. Place is new in that it's either from an archive or moved from another QuickPlace/Quickr server. In addition, the place evidently installed in that an empty entry exists in the place catalog where it would be.
ex.
load qptool register -install -p placename
... The name placename is already taken.
Solution:
unregister the place and register again without the install.
ex:
load qptool unregister -p placename
load qptool register -p placename
