Outlook 2003 and Outlook 2007 include a Junk Mail folder, aka "Content Filter", which has the ability to filter incoming mail based on Bayesian analysis. However, you'll eventually have some "false postives" where good mail will go to the junk folder.

For Outlook 2003:
Menu --> Tools --> Options.
On Preference tab, click "Junk E-mail".
On the Safe Senders tab, click "Add".
In the Add address field, put in the sender's (from) e-mail address to whitelist.
Click "OK".

For Outlook 2007:
Menu --> Tools --> Options.
On Preference tab, ckick "Junk Email" button.
Click the Safe Senders tab,
Add the sender's (from) e-mail address to the Safe Senders list.
click OK.

For Outlook Express:
There is no Safe Content list. Outlook Express whitelists whoever is in your contacts.
So simply add the sender's e-mail address as a new contact.
To quickly add a user as a contact:
Right-click the e-mail desired, select "Add to contacts".
In the new contact dialog, update anything else and then click the "Save and Close" button.
